Although, according to reports, the number of deaths since World War II, has declined significantly, there be still several regions wherein such conflicts have caused wide spread damage and loss of life and property raising the death toll in the process, and all efforts to contain or restrict such conflicts have largely been reported to be unsuccessful1. Such victimization caused by international armed conflicts include genocide, crimes against humanity, contend crimes, extra judicial carnages, persecution, and random arrest detainment etc, which amount to a grave violation of the international human rights law 2.Present-day armed conflicts, are more than often than not, occur on account of strain between governments of diffe rent nations or in case of non international armed conflicts, between non state actors or minority groups and the governing authorities. The analytical report presented by the U.N. secretary general on the minimum humanitarian standards, state that modern day conflicts are about often, driven by conditions whereby a particular group or groups take up arms against the other in the quest for attaining their take political aspirations and goals, for instance, for prehension control, or creation of self government for safeguarding the rights of their particular minority groups, or with a view to depose the existing ruling authority and establish their own regime. Some other characteristic factors which give rise to such conflict include situations where the present government has disintegrated or is rendered permanently incapacitated or is backward to arbitrate, impede or avert such violence between the armed groups3.
